Why I'm Running

Growth in Utah--and especially in northern Utah County--is creating challenges for all of us today and posing serious risks for our future.

As a Civil Engineer experienced in the planning and design of infrastructure, I offer the type of professional and technical perspective that is missing and in dire need for a State that is growing at a record pace.

 

I'm running for Senate District 21 because we need a responsible conservative voice that understands the impacts of growth.

Staci and I have been married for 25 years and we live in American Fork. We have three children, two attending BYU and one attending AF High.​

Service Role Models

My wife, Staci Carroll (who serves in the American Fork City Council) and my father-in-law, John Valentine (who previously served as our State Senator) are great examples to me of public service; they are an inspiration that have instilled in me a desire to dedicate my time and infrastructure expertise to serve our community.

More About My Story

I am an immigrant living the American Dream. I am lucky and blessed to call Utah home. I am grateful for the freedom, education, and prosperity that I have been blessed with and I am committed to give back.

 â€‹

Although I was born in Argentina, I have been adopted and embraced by America and the Great State of Utah. I moved to Utah with my family as a child and attended elementary, junior high, and high school in Orem. I have set deep roots in Utah County, including a lovely home and family, extended family ties, friendships, and a successful career.

I am grateful for my heritage and have tried to glean the best and reject the rest. My connection to Argentina and attention to its struggles has exposed me to the woes of socialist programs and protectionist policies; it has made me a firm conservative who understands the merits of Republican policies.

Engineer’s Perspective for Utah’s Growth

Utah needs a state senator with the perspective of an engineer who understands growth and infrastructure and will help get things right as we navigate record breaking growth. 

 

I understand transportation funding to get our road problems fixed in Utah County. I understand other key growth infrastructure including water and energy. My career has exposed me to long-range water/dam projects, long-distance power transmission lines, oil and gas resources of eastern Utah, and cutting edge geothermal technologies that are cost effective. 

 

As a Civil Engineer experienced in the planning and design of infrastructure, I offer the type of professional and technical perspective that is missing (and in dire need) for a State that is growing at a record pace.

My career as an infrastructure engineer and consultant has provided close-range insights to the workings of state, county, and city government across Utah.

 

As a small business owner and a long-time board member of the American Council of Engineering Companies in Utah, I took an active role educating state legislators on key infrastructure needs for transportation, water, and energy across the state.

 

I understand Utah’s legislative process and have the technical expertise and collaborative attitude to build credibility and work effectively with other legislators for positive change and responsible growth. 

Conservative Utah Republican

I have been a firm Republican my entire voting life. I am currently a County Delegate and officer (Secretary/Treasurer) for my neighborhood precinct. I have served as County and State Delegate many times, including four years ago when we selected Mike Kennedy to replace Dan Hemmert. I have served as Republican precinct officer and a Utah County Republican Party Central Committee member many times over. I was vice-chair in our first home in Springville and chair, vice-chair, and secretary/treasurer in our current precinct in American Fork. 

 

I support the Republican platform. I support neighborhood caucuses. I support election integrity at all levels, including party and government elections. I support broad participation by the GOP, especially at the root neighborhood level.

My Approach &
Policy Positions

Analytical Conservative Approach

My approach is what you might expect from an engineer. I rely on facts and data and take a practical approach to defining solutions. I am cautious and conservative. 

 

I'm not into conspiracy theories; everything is a conspiracy when you don't understand how stuff works. I avoid conspiracy theories and instead I operate and make decisions based on facts and a clear understanding of how things work.

Emotional rhetoric and posturing might appeal to some, but the Utah-way that I know has little tolerance for such tactics. My technical infrastructure expertise, my mix of engineering and business education, and my measured temperament are well suited to build credibility in the State Senate and make a positive impact for our future.

Key Policy Positions

Following is a list of principles that drive my policy views: 

  • Constitution: I wholeheartedly pledge my support to the Constitution of the United States of America and of the Great State of Utah. I support the Republican platform.

  • Individual Rights: I respect rights of individuals. The Constitution grants limited powers to the government.​ â€‹We need to focus on the rights of individuals over the powers of government. 

  • Limited Government: Big government is ineffective. We need to limit the role and size of government. The federal government is broken and we need to push back wherever we can.

  • Local Decisions: Problems are best understood and solved closest to the problem. We should address issues at the lowest possible level.

  • Education: I am grateful for and support Utah's public education system. We need to seek innovation in education while protecting its funding. I support letting locals decide how large their school districts should be.

  • Economy & Business: I support business-friendly policies that foster economic prosperity. We need to keep government out of business. I support small, local business. We don't need to give billions to billionaires.

  • Quality of Life: I support policies that protect Utah's high-quality of life, including safety, access to recreation, and clean air and water quality.

  • Housing Affordability: We need high quality housing that is attainable for the next generation. 

  • Healthcare: I support efforts to lower regulation, reduce costs, and drive innovation in healthcare.

  • Taxes: I support the Republican platform, including maintaining taxes that are simple, minimal, and equitable.

  • Growth & Infrastructure: I want Utah to "grow smart". I support infrastructure that is essential and within our means. My infrastructure expertise as a civil engineer will help spend state infrastructure funds wisely and responsibly.

  • Water: I support responsible policies that protect Utah's water rights and water quality. We need to pay attention to Utah's aging water pipelines and storage.

Attend the Special Election

If you are a county delegate in Senate District 21, please, please attend the special election for Utah County Delegates. I have participated in several of these and realize they require a serious time commitment, BUT we need you to represent your neighborhoods.​
